EPR Registration for Waste Tyres

The Extended Producer Responsibilities (EPR) concept is a regulation that places responsibility for products' post-consumer phases on the manufacturers. This ensures that waste is properly managed and the environment is protected.



The EPR for waste tyres (Extended Producer Responsibility) is an obligation that producers of tyres have to ensure the waste tyres will be managed responsibly in order to protect the health of the public and the environment. Hazardous and other Wastes Amendment Rule 2022, for Extended Producer Responsibility for Waste Tyre, was introduced by Ministry of Environment, Forest and Climate Change. The amendment took effect on the 21st of July 2022. The schedule IX contains the details of the waste management and utilization by producers, recyclers, and retreaders.

Registration for EPR is required by all producers, importers, and owners of brands in India. This registration must be made under the Central Pollution Control Board. This article will cover EPR registration for waste tyres.

What is the EPR registration for waste tires?

Following are the EPR registration requirements under Central Pollution Control Board.

  • India's tyre producers, importers, and brands are required to register for the EPR.

  • Producers, importers, and owners of brand tyres are required to give a bank security of at least Rs. 2 lakh.

  • The CPCB requires that producers, importers, and the brand owners of tyres submit half-yearly reports which state the collection, deconstruction, and recycling of waste tires.

  • Producers, importers, and brand owners must ensure that the State Pollution Control Board has authorized their representatives to collect, store, and transport the waste tires.

  • State Pollution Control Boards (SPCBs) must authorize the representatives of tyre producers, importers, and brands to dismantle waste tyres as well as recycle them.

CPCB Centralized Portal for EPR Registration

You can register for an EPR on the Central Pollution Control Board's (CPCB) centralized portal by following the steps below:

  • Login to the CPCB portal using your credentials. As a beginner, create an account in the portal.

  • After logging in, fill out all relevant information in the EPR registration/application online. This includes the applicant's details, the activity details, and the proposed EPR plan.

  • You must provide proof of ownership and all other required documentation.

  • You must submit the online application along with all required documents within 30 days.

  • The Central Pollution Control Board will review the request within 15 days after submission.

  • The certificate issued by CPCB has a 2-year validity after which the certification must be renewed.

  • The CPCB requires that you comply with the EPR and submit reports regularly on your waste tire management activities.

The EPR registration eligibility criteria

Following are the criteria to be eligible for EPR registration.


  • For the producers and importers who are engaged in the manufacture or import of tyres in India, the EPR registration is applicable/mandatory.

  • The Central Pollution Control Board may set a minimum threshold amount for imported/produced tyres to be required for EPR registration.

  • The CPCB has issued guidelines for the proper management of waste tires.

  • Reuse or Disposal: The plan will include information on how to dispose of tyres in an environmentally-friendly manner and according to the guidelines for waste management. Plan may also contain options to reuse certain valuable parts of waste tyres.

  • Produces registered with EPR are required to keep detailed records of their waste tire management. The producers are required to provide periodic reports to regulatory authorities. Regular audits may be carried out to ensure that the Waste Tyre Management Plan is being followed.
