E-waste producers: A guide to EPR registration

EPR refers to the extended producer responsibility of the producers, exporters, and manufacturers of electronic products in a country. EPR approval is required to trade, manufacture, and sell these products in the country, without penalties or legal complications. The authorities require that even dealers who sell refurbished or second-hand electronics provide the EPR certificate. The dealers must comply with regulations, and make sure that the disposal of the items is environmentally friendly and safe. In 2011, the government passed the first law based on the Extended Producer Responsibilities (EPR) which held manufacturers responsible for the management of the final stage of the product's lifetime in an environmentally friendly manner. Each producer/importer must hold an Extended Producer Responsibility (EPR), certificate, or license. This encourages manufacturers to develop environmentally-friendly products. Authorizations for EPR are issued by the Central Pollution Control Board of India's Ministry of Environment and Forests.

EPR is important for E-waste certification

EPR is important for e-waste certifications.

  • EPR promotes the recycling, reuse, and refurbishing of electrical devices that benefit the manufacturers and producers by reducing the cost of manufacturing the device.

  • EPR certification guarantees that e-waste generated by electrical appliances will be disposed safely and won't cause harm to the environment.

  • The CPCB's EPR approval increases the goodwill and value of both the seller and the manufacturer of the product.

  • EPR ensures that the country is working towards sustainable development, and less electronic waste is generated. This will ultimately protect the natural resources of the country.

EPR Application Process for E-Waste Producers

Following are the steps involved in applying for EPR to E-waste Producers.

  • The producers must submit all required documents along with their EPR Plan.

  • To obtain the EPR authorisation, the application must be completed in the format prescribed.

  • It is also necessary to send the application to the authorities offline, describing the EPR plan for e-waste and the specifics of the producer.

  • CPCB will evaluate the EPR plan, documents, and any other information submitted. If they discover that there are missing documents or documents have been misfiled then the CPCB will notify the applicant and ask them to correct the problem within 25 days.

  • The CPCB Chairman grants the EPR certification for e-waste after CPCB officials have completed their inspection and found everything in compliance with the regulation.

EPR Rules for E-waste, 2022

EPR producers must adhere to certain rules. The Ministry of Environment Forests and Climate Change laid out Ewaste Management Rules in November 2022. These rules came into force on 1 st of April 2023. They are.

  • Producers, manufacturers, recycling companies, and refurbishers must all register and collect the E-waste they generate during their jobs. The portal must be registered under the specific nature of each person's work. If someone works in more than one area, they will need to register for each act. A business that does not have EPR is illegal.

  • These entities must file the annual and quarterly report to inform the authorities of the E-waste Management. The reports are to be submitted in the portal within a month of the deadlines.

  • EPR is required for E-waste for producers, manufacturers and recyclers.

  • The CPCB will determine the amount of the annual fee and the registration fee for these entities that deal with E-waste. The CPCB will charge fees to entities in industries such as recycling, manufacturing, dismantling, dismantling, sale and purchase.

  • Schedule I lists electronic products that must be EPR certified and registered on the portal. These items also have to meet the target set forth in Schedules III and IV.

  • The CPCB will set up a migration procedure for any entity that has been registered under the EWaste (Management Rules) 2016. This is subject to approval by the Steering Committee.

The conclusion of the article is:

EPR is an important certification for those who want to do business in this country. These steps are needed to protect the safety and health of people and natural resources as well as the environment. If e-waste is not properly disposed, it contains hazardous materials and emits radiation harmful to the environment. The ministry has imposed very severe penalties on those who do not adhere to the rules. It is time to use electronic devices in an environmentally friendly manner. The country has taken many measures towards the reduction of e-waste. To help with the issue, we should not dispose of them in our environment.
