Bureau of Indian Standards

BIS Certification Scheme

Foreign manufacturer certification scheme:

The Bureau of Indian Standards, in compliance with BIS Act 2016 has run the Foreign Manufacturer Certification Scheme (FMC) since 2000. This scheme allows foreign producers to use a standard ISI marking on their product to sell in India. Foreign manufacturer certification department (FMCD), the only authority that can grant manufacturing licenses to foreign manufacturers, is responsible for granting them. BIS gives quality certificates to foreign producers to ensure the public gets high-quality and risk-free products.


Domestic Manufacturer Certification Scheme

BIS has a product certification system, also called an ISI mark certificate scheme, to grant a license to a manufacturer according the the conformity assessment plan - I in Schedule II of BIS (Conformity Assessment Regulation) 2018. BIS, under this scheme grants manufacturers a license to use the ISI marks on products that comply with applicable Indian standards.

ISI Mark


ISI Mark is the standard mark that the Bureau of Indian Standards awards to products. A product that has an ISI mark ensures it meets Indian standards. The ISI symbol is a sign of trust among buyers.

The Bureau of Indian Standards will issue a BIS license to the manufacturer if they wish to use the ISI Mark. For a BIS licence, the manufacturer has to ensure that his product meets all applicable Indian standards. BIS licenses can only be granted to manufacturers whose products meet all applicable Indian standards.


Compulsory registration scheme:

BIS operates a Compulsory Registration Scheme for Electronics and Information Technology Goods (CRS) that is based on the product categories announced by the Department of Electronics and Information Technology. The Bureau of Indian Standards and the Department of Electronics and Information Technology (MeitY) introduced this scheme in 2012 to protect Indian consumers against substandard and counterfeit goods.

In accordance with Compulsory Registration Scheme orders, it is illegal to manufacture, store for sale or sell, import or distribute any goods that are not in compliance with Indian standards as specified in the order. They must also bear the Standard Mark and a unique registration code obtained from BIS.

BIS Certification for Electronics and IT Products is part of the BIS Compulsory Registration Scheme. BIS registration must be completed before electronic and IT products can be released to the market. After their products have been tested by a BIS-approved lab, manufacturers of products covered by Compulsory Registration Orders (CROs) are required to apply for BIS Registration. BIS gives manufacturers the right to apply or use the Standard Mark on electronic and IT products. Your self-declaration that your goods and articles conform to Indian Standards is the basis for BIS registration.

This was done to protect consumers from adulteration as well as to obligate jewellers in maintaining a legal standard. Marking is the precise measurement and official recording of precious metal content in precious metal products. A hallmark is an official marking that is used by many countries to guarantee the purity and fineness of precious-metal items.

Jewellers must register with BIS to sell or manufacture gold or silver jewelry. BIS's hallmarking scheme allows jewellers who want to sell or manufacture hallmark jewellery to be registered. BIS grants jewellers registration for the location specified under the hallmarking plan. BIS approval is also required for assaying and marking centres. BIS must also recognize the assaying-and-hallmarking centre for assaying and marking jewellery according to ISO 15820.


Eco mark:

The Bureau of Indian Standards is responsible for administering the ECO Mark Scheme to label environmentally friendly products. The scheme covers a wide range of product categories, including Paints and Detergents; Food Items; Lubricating Oils; Packing/Packaging Materials; Architectural Paints and Powder Coatings. Batteries and Electrical and Electronic Goods. Food Additives. Wood Substitutes. Cosmetics. Aerosols and propellants. Textiles. Fire-extinguishers. Leather. The ISI Mark and the ECO Logo on a product indicate that the product meets the quality requirements as well as specific environmental criteria.

BIS is responsible to implement the Scheme, including renewal, suspension and cancellation of licenses. They also conduct inspections and collect samples for analysis for any materials or substances on which the ECO Mark was applied.

Roles of AIR

To obtain BIS certification or registration in India, all foreign manufacturers must appoint a BIS Authorized Indian Rep (AIR). Domestic manufacturers can apply to BIS directly online via the BIS login page without appointing an Authorized Indian Rep (AIR). The AIR is responsible for ensuring that the Indian BIS Act and Rules, Regulations, Terms & Conditions, as well as the BIS Licence Guidelines are adhered to.   • The AIR will be assigned to the manufacturer if they have a liaison office or a branch in India.

  • If the manufacturer has a liaison office in India and there is no proprietor/registered user of the brand/trademark appearing in the article in India, the other organization will be designated as the AIR.
